What is the difference between private label and contract manufacturing?

With private label (ODM) you start from one of our proven, EU-compliant formulas and customise it under your brand. With contract manufacturing (OEM) we produce your own formula to your specifications. Many brands combine both models across one range.

What is your minimum order quantity (MOQ)?

Our MOQ is flexible and depends on the product type, formula and packaging components you choose. Share your project details and our export team will confirm the minimum quantity for your specific project.

Question 3

Can you manufacture with my own formula?

Accepted Answer

Yes. We can produce your existing formula, reproduce it from your INCI list and specifications, or co-develop a new formula with our in-house cosmetic chemists.

Question 4

Do you charge for R&D and sample development?

Accepted Answer

R&D support is free of charge for our customers. Any project-specific costs, such as special raw materials or custom packaging, are explained before work starts.

Question 5

Which certifications does your facility hold?

Accepted Answer

Our Istanbul facility holds ISO 22716 (Cosmetics GMP) and ISO 9001 certification, as well as The Vegan Society vegan trademark registration for eligible products and a Halal certificate.

Question 6

Do you ship internationally?

Accepted Answer

Yes. We prepare export packaging, labelling and palletising for international shipments and work with your appointed forwarder. We serve clients in Europe, the UK, the USA and the Gulf region.

How long does production take?

Accepted Answer

Timing depends on whether the formula is ready or needs development, on the packaging components and on order size. A project plan with milestones is shared with every proposal.

Do you sell directly to consumers?

Accepted Answer

No. Rowe Cosmetics works exclusively with businesses: brand owners, start-ups, e-commerce sellers, distributors, retailers, salons, clinics, hotels and export buyers.

Where do your raw materials come from?

Accepted Answer

Around 95% of our raw materials are sourced from European suppliers, and our formulas are developed in line with EU Cosmetics Regulation (EC) No 1223/2009. Vegan raw materials are prioritised wherever possible.

Question 10

Who is responsible for product registration in my target market?

Accepted Answer

Product registration and the legal responsibility for placing products on a specific market remain with the brand owner or its appointed representative. We support this process with formula and production documentation.
